the full knowledge and approval of President Pugh, I sent Dr. Kissinger to Paris as my personal representative on August 4, 1969, 30 months ago, to begin the secret peace negotiations."},{"start":953.65,"end":959.92,"text":"Since that time, Dr. Kissinger has traveled to Paris 12 times on these secret missions."},{"start":961.43,"end":970.62,"text":"He has met seven times with Lee Dok-chol, one of Hanoi's top political leaders, and Ministers Wang Wei, head of the North Vietnamese delegation to the Paris talks."},{"start":971.58,"end":975.82,"text":"And he's met with Ministers Wang Wei five times alone."},{"start":975.84,"end":987.65,"text":"I would like to take this opportunity to thank President Pompidou of France for his personal assistance in helping to can be more flexible in offering new approaches."},{"start":999.39,"end":1007.4,"text":"And also, private discussions allow both sides to talk frankly, to take positions free from the pressure of causing debate."},{"start":1009.7,"end":1021.32,"text":"in seeking peace in Vietnam, with so many lives at stake, I felt we could not afford to let any opportunity go by, private or public, to why we have not proposed a deadline for the withdrawal of all American forces in exchange for a ceasefire and the return of prisoners of war."},{"start":1148.24,"end":1161.63,"text":"why we have not discussed the seven-point proposal made by the Viet Cong last July in Paris, why we have not submitted a new plan of our own to move the negotiations off dead sand."},{"start":1161.65,"end":1175.6,"text":"As the private record will show, we've taken all these steps and more and have been flatly rejected or ignored by the other side."},{"start":1175.72,"end":1176.18,"text":"On May 31, 1971,"},{"start":1177.78,"end":1181.02,"text":"eight months ago at one of the secret meetings in Paris."},{"start":1182.04,"end":1191.45,"text":"We offered specifically to agree to a deadline for the withdrawal of all American forces in exchange for the release of all prisoners of war and the ceasefires."},{"start":1192.79,"end":1196.45,"text":"At the next meeting in June 26, the North Vietnamese rejected our offer."},{"start":1197.77,"end":1205.47,"text":"They privately proposed instead their own nine-point plan, which insisted that we overthrow the government for South Vietnam."},{"start":1207.27,"end":1213.73,"text":"Five days later, on July 1st, the Army publicly presented a different package of proposals, the seven-point Viet Cong plan."},{"start":1215.17,"end":1216.29,"text":"That posed the dilemma."},{"start":1217.25,"end":1222.54,"text":"Which package should we respond to, the public plan or the secret plan?"},{"start":1222.56,"end":1229.54,"text":"On July 12th, at another private meeting in Paris, Dr. Chisholm put that question to the North Vietnamese director."},{"start":1229.56,"end":1233.08,"text":"They said we should deal with their nine-point secret plan."},{"start":1234.05,"end":1241.46,"text":"Because it covered all of Indochina, including Laos and Cambodia, while the Viet Cong seven-point proposal was limited to Vietnam."},{"start":1242.56,"end":1243.6,"text":"And so that's what we did."},{"start":1244.66,"end":1252.36,"text":"But we went even beyond that, dealing with some of the points in the public plan that were not covered in the secret plan."},{"start":1252.48,"end":1255.66,"text":"On August 16, at another private meeting, we went further."},{"start":1256.62,"end":1264.03,"text":"We offered a complete withdrawal of U.S. and allied forces within nine months after an agreement on overall settlement."},{"start":1265.43,"end":1268.54,"text":"On September 13, the North Vietnamese rejected that proposal."},{"start":1269.52,"end":1273.62,"text":"They continued to insist that we overthrow the South Vietnamese government."},{"start":1276.02,"end":1277.86,"text":"Now, what has been the result of these five acts?"},{"start":1278.72,"end":1287.97,"text":"For months, the North Vietnamese have been berating us in public sessions for not responding to their side's publicly presented seven-point plan."},{"start":1288.03,"end":1295.86,"text":"The truth is that we did respond to the enemy's plan in the manner they wanted to respond, secretly."},{"start":1297.32,"end":1303.34,"text":"In full possession of our complete response, the North Vietnamese publicly denounced us for not having responded at all."},{"start":1304.9,"end":1309.57,"text":"They had used many Americans to impress the Congress into echoing their propaganda."},{"start":1310.49,"end":1317.27,"text":"Americans who could not know they were being falsely used by the enemy to stir up the business in this country."},{"start":1319.31,"end":1324.34,"text":"I decided in October that we could make another attempt to break the deadline."},{"start":1324.36,"end":1330.08,"text":"I consulted with President Pugh, who concurred fully, in a new plan."},{"start":1331.71,"end":1341.14,"text":"On October 11th, I sent a private communication to the North Vietnamese that contained new elements that could move negotiations forward."},{"start":1342.4,"end":1349.62,"text":"I urged a meeting on November 1st between Dr. Kissinger and Special Advisor Lee Dat To or some other appropriate official from Hanoi."},{"start":1351.18,"end":1357.74,"text":"On October 25th, the North Vietnamese agreed to meet, suggested November 20th is the time to meet."},{"start":1359.24,"end":1374.18,"text":"On November 17, just three days before the scheduled meeting, they said the doctor was ill. We offered to meet as soon as he recovered, either with him or immediately with any other authorized leader who could come from now."},{"start":1375.84,"end":1379.78,"text":"Two months have passed since they called off that meeting."},{"start":1381.36,"end":1387.63,"text":"The only reply to our plan has been an increase in troop infiltration from North Vietnam"},{"start":1388.48,"end":1391.14,"text":"and communist military agencies in Laos and Cambodia."},{"start":1392.88,"end":1398.36,"text":"Our proposal for peace was answered by a step up in the
