I've never been a foreign aid enthusiast.
I'm greatly worried about multilateral foreign aid.
You have some people in the Congress who are determined that they will destroy 5908 or 7248.
Let me just say this before you go on so that you'll know our feeling.

If you have not done so, then I can't agree with this particular ranking.
I want you to express your concern about that to Connolly.
Connolly, you see, sits in the driver's seat.
He is exactly the same way.
I might overstate it and have to do it, but the second point is we're concerned about all that thing.
Now, the point is, though, and I notice whenever you get to your list, I see all those things in that slide.

It's also getting the Congress to do enough in other areas.
You know, if you're going to do it, you've got to do it one way or the other.
And in the multilateral field, we have to be sure that since we put up so much money, we've got to have more to say with how the money's spent.

I mean, we put up all that money, and they spend it any way they please.
It's worse than that, Mr. President.
Better agree with the states.
This will make sure development long-term.
Which I think, I don't know, Tom, I should develop a loan for 100,000, I'm delayed.

Even the country book of diplomatic relationship, our country is still paying their development loans.

Now let's look at just one statement of your mother.
I believe that is your item in the National Development Association.
This started off many years ago.
They wanted 180 million, three $60 installments.
I touched about that, but we went along with them and didn't cut it.
We gave them three $60 million installments today.
Therein, the total amount they're asking for item is a median of $656 million, I believe.
But I want to get the right ones.
I'm going to leave this with you.
So actually, they're up to $320 million a year.
and asking this year for a supplemental out to go to the year that's coming to them now, plus $321.03 to $604 million as compared to six of the previous.
Now, what do you have here?
I'm going to leave the term 50 years, no interest.
Three-quarters of one percent are no interest at any time.
Terms, 10-year grace period, no repayment at all.
In subsequent 10 years, one percent per year.
So at the end of the 20 years, if they keep their installments, they will return 10 percent for the right of cancellation.
comes back and nothing, no prediction for any of it to ever come back into the U.S. Treasury.
Now, the Asian Development Bank, the same thing.
It goes out, no prediction for anything to come back in American Development Bank.

It's just, we have no other detail in town.

On your other program,
There's nothing that you would ask for that I won't fight for, and I'll do so in such a way that I'll be successful.
You can just rest your case that I'm going to fight for your supporting assistance and your military assistance program because I'm very committed to what you're doing, including the Vietnam War, only a fool would admit that, and I look into quite a few fools.
Yes, I'm one of their dancers, because he's working for that, but I'm looking for you to do anything.
cost us 17 years, and we're down to some 43,000 over the five years old, you're going to reduce the cost to about a billion one.
It's only going to cost about a billion five, so the net cost is 400 million.
Now, I don't care what Mr. Fulbright and Mr. Bruck are, these people do.
If they don't have authorization that will block me, you can just get all the vouchers before they're sued.
You're going to call the shots.
That's confidential.

That's what you're going to get.
Now, there's just two areas that I'm going to raise hell in, and that's Marshall Island and the police.

Here's what I did on the East Coast.
I want to be fair with these people.
The racial place was put up in 72 last year.
And I was 50 to the job before I would have given them any more than a 72.

Well, I say you violated every law in this tax code.
We have lobbied 50,500 four-page letters to every Peace Corpsman on the face of the earth, 30,000 letters to every former Peace Corpsman, 8,000 letters to all parents of Peace Corpsmen, and 2,500 letters to every member active.
You violated every law.
Well, that's my business.
I don't mean to say that.
No, I mean that I sent the GAO down.
But you can't put your finger on any good.

It's completely committed to these accomplishments.
And if they don't flow down loud, I have to waste a lot of my time on these things.
