On May 15, 1973, President Richard M. Nixon, Haile Selassie, Minassie Haile, Gen. Brent G. Scowcroft, White House photographer, and members of the press met in the Oval Office of the White House from 11:07 am to 12:13 pm. The Oval Office taping system captured this recording, which is known as Conversation 918-017 of the White House Tapes.

First of all, I wish to express my gratitude for the fact that, in your busy schedule, you have been kind enough to see me this morning.
I am most grateful about the incredible intersection that has occurred to me since I was sent to the United States.
I am confident that the present and the past result of my visit today, our relations or friendships between the United States and the other, will extend and further.
In the world, the times change, events change, and it is so important for families to get together, to exchange views on subjects that affect them more.
I am most grateful for the fact that you have invited me to come to work at the Ministry of the White House,
I hope, and I had the best hope in the past, that we would use the President in a kind manner to visit us, a sometimes so powerful country, where our people would lead, extremely difficult, because they forget in so small a measure what the United States has always been expected, including the efficiency of what it has done for me.
Today I come to present a very urgent and telling word about Mother, which I want to consider to you.
Mother, I think, that highly affects the mutual interest between the United States of Ethiopia and the original Tanzania regime.
Thank you.
I don't know.
I don't know.

Great, right?
You have a very good look.
This is just the beginning of the recording.
I'm going to take a look at the end of the recording.
And then, this is a column.
And this is the last one.

Thank you for listening.

It is a propaganda of hatred.
It is a propaganda of hatred.
I don't know.
I don't know.
I don't know.
I don't know.
I don't know.
This is the first time I've ever seen this.
Mr. President, as I said earlier, I am here in order to discuss with you the importance of changing the situation in our part of the world.
If you change the United States, I'm sure it's on there, but however, since we are close to the sea, we feel it more, perhaps, than other people who are somewhat distant from the problems that we face in the Red Sea, in the Indian Ocean, and in Africa.
The balance of forces in that part of the world has changed radically out of recently.
The reason being Soviet influence in that part of the world is expanding very rapidly.
And it is this subject matter which I would like to discuss directly with you.
However, prior to doing so, I just want to briefly point out what are the common objectives which the United States and Europe have in common.
I think the first has to do with the maintenance of peace and security in the United States.
Second, I would say freedom of transmission in international states, particularly in the United States.
and equal access to the United States and Western European countries to the resources of the East as well as the Reds, including oil and detergents.
These are some of the international authorizations that have come.
There is also a view or comment that the prospects of a revolution in much of our country must be set back again until we take over.
In all these objectives it has, our government has been fully cooperating with the United States to fulfill them.
The forces that will be detained in that part of the world through the United States assistance, as you most clearly know so very well, are always clueless in the cause of peace, such as our participation in the United Nations United Korans in the Congo, and our readiness to participate in other intending activities and any other eventualities in which our common interests may be at stake.
So, that's a really clear infrastructure, that's a really good, just even common for the rest of the Ethiopians and Papuans, and assisting Ethiopians to stand by for such a risk, protesting is very essential.
I said earlier that Soviet influence is adversely affecting Ethiopia in particular.
Soviet influence is expanding in a very broad fashion, at the level of the political policy of the Soviet Union.
The traditional balance of forces, because of this policy, has now changed radically.
What are the reasons for this?
These organs are two reasons for the change.
One is to supersede Western influence in that part of the world, particularly after the withdrawal of British forces from the Russian Confederate area.
Second, they are wishing to build a position to control the HD and the commerce and the resources of that part of the world.
I think that they use several methods in achieving this objective.
Probably speaking the methods that are being put would be two.
One is the attempt to let the person
In order to strengthen the southern Arab states, in order to strengthen their position in the UFC, and the second position, and again it's a different policy, is to weaken India-India, because they feel it would be a stance for Western interests, particularly its cooperation with the United States, which is not right by the Arabs and the Soviet Union.
And while they are fighting for India, it's happening in the United States, and it's weakened in theory.
So the danger has been created because of the discontent of the Arabs and the Soviet Union.
The Arabs wished to be in a position to control the Red Sea, so that they might use it in their struggle against Israel and the Soviet Union, through such nations as the Diaspora and the Arab nations.
Somalia wishes to be in a commanding position in the strength of that element.
We feel we have enjoyed taking this and this in this area, and many of the classifies are part of the United States.
I think it will salvage great difficulties to come in the future.
I mentioned earlier to the Excellency that one of the objects is also made using plastic filters.
In that area we are going to interview them, what form has that taken, what shape has that taken.
First of all, the Somalian Liberation Front, which are only 39 factors, have been supported by Somalia, by Iraq, and by Syria and certain Arab states, which basically is the one attainment of political domination.
Secondly, the Soviet government has tanked the full support of Somalia's claims, territorial claims and security.
Therefore, the Soviet Union has provided Somalia with the same kind of military weapons, which is known, I believe, to the ambassador there and to the intelligence authority of the nation.
But since now, in Europe, this 26 million is less than Somalia, which has a population of less than 3 million.
And this, therefore, they support the claim, the reasonable claim against the nation.
The position in Somalia has been that wherever there are tribes in India that speak the Somali language, that territory belongs to them.
We have a clear belief when we are proud to tell you that this is not a problem between Somalia and India only, it's a problem of Africa.
Africa's frontiers, as you will know, was not drawn by Africa themselves.
It was drawn in Berlin, sometimes in Rome, without regard to tribal consideration.
All frontiers in Africa.
There is no African nation, nation, that does not have a minority in the United States, and does not have a minority in North Africa, that does not have a minority in another country.
Therefore, because Africa saw this problem, in their first meeting of the Assembly of France in the Cairo of the Organization of Africa Committee, they adopted the unanimous resolution that nations must abide by the frontiers and have an indeterminable achievement of independence.
Somalia is the only country that refuses to subscribe to this topic.
Our policy has always been of peace and oppression.
We have offered today to the market frontier on the basis of the 18th century
We have even gone as far as saying, let us demarcate provisionally without the adversity of their claim, the existing provisional administrative right, which has been recognized by the United Nations for the Attainment of Independence of Reformers, Italians and Maritimes.
However, all of these are still in place, and Somalia has assisted in clearing parts of our territory, and they are now in the service of the Soviet Union, to the extent that it is difficult to imagine how the location of these threats has been predicted to do, but has been the assistance of the Soviet arms contract to Somalia, which is endangering the security of our nation.
The Soviet Union through this time supplied us so much, as establishing naval bases, using the process of establishing air bases and also communication bases in order to strengthen the trust and trade-seek of the people of Africa.
The North Flonka, who was a member of the People's Republic of South Yemen, has declared that the Straits of Baden-Württemberg fall into the territorial waters of the governments of South Yemen when nations are protested to this.
Another manner which the Soviet Union is using to establish itself in the area is to support Somalian claims to Djibouti, therefore harming Somalia, so that in the event of sudden regional question, Somalia will be in a position to establish itself in the whole of Africa and thus establish, I'm sure, the influence of the Soviet Union.
We have a really historic time when Judaism has been part of Ethiopia.
Yes, Icarus, Icarus in fact, is one of the most vital things to Ethiopia.
We do not go back to the past generations, but even in the world of Deuteronomy, most of the Deuteronomy, 80% are from Ethiopia, from the Ethiopian origin, not the Deuteronomy and others.
The Soviet arms supply to Somalia under different circumstances has been quite a serious concern for us, Mr. President.
For example, when we speak in terms of tanks, we have 70 tanks in the whole of Ethiopia.
Now Somalia has 200 tanks lined up in the entirety of Ethiopia.
Arma and Castelchiai also have 54 Roman bed stages.
They have 310.
Some of these have been established by the Institute of Static Studies in London.
They have both extensions and are exempted.
And the most important part of it is that they only hold two extensions in each one of the bed stages.
Then we have more bed stages.
We have four bed stages established.
Although we have 31 light rail runs, they are over-ranged.
They are in 36 and some of them are in 5.
Now we have a different information table, 7 in 21.
and 10 in UG-28, bringing up the total aircraft to 43.
Anti-abraxas, if your pet is not possessed, there are 6.
In the same artillery pieces, having been filled up early, we have 64 U.S. teams, there are 130.
In anti-abraxas, we have 24, there are 170.
Rocket launchers, we have 9, and there are 24.
This is a deliberate policy on the part of the Soviet Union to weaken our nation, to lead us to be extremely conservative and therefore repat the process of our development and to force Europe to change its foreign policy and its outlook.
We have always thought about this.
being prepared to defend ourselves, but never to combat the nation.
Because of our superiority, peace was maintained.
Now, with this kind of a militarized regime that's been created in that part of the world, neither we nor the United States do we have a guarantee for the return of peace in that part of the world.
Our population is large, our country is also great, and the logistic problems are serious.
It's only a desnota of this, yet in spite of that, in terms of the civilian enterprise, they stand out in the process more than Ethiopia does.
This image of the family of President Mattarella is something of a serious cause of restoration.
First of all, as I said, religious peace in that part of the country, because our society has been lost.
If we were to lose an aggression, if we were to suffer an invasion in the field, our country is victorious and we are proud of our nation.
But I think the whole of the Japanese who have the United States will suffer similarly because this is the policy and the process of the Union to inhibit our nation properly much as it has already taken place.
It was not long ago when the Soviet air forces penetrated
11 kilometers deep into our territory, because they know that we are inferring, they know that we are inferring for a price that is good for us.
And we, I have requested the President to solve the problem with it, and they were quite clear about it.
Problems, actions, and some of the things I want to do, they are seriously important.
What would be the consequences that are presented to our country against our country as Somalia is preparing to do zoning assistance?
First of all, some of our countries, such as Libya, and others, will agree that we are on behalf of Somalia.
Now, the fact that the U.K. against this is not the reality is that we are working very much on the same, some process on the same.
In the second place, against whom we are fighting, there are 2,500 to 3,000 Soviet militias and militias and so on.
They will be the ones that will be attacking our aircraft, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that, that,
So that is, it used to be said that Ethiopia has a very high superiority of force, 40,000 troops against so high a date, 20,000.
That can look, but it is very, very hard to bear the sheer number or size of force.
It's not as important as the military form in the time of the U.S. and Zimbabwe.
Besides,
because we have equalities in other provinces of the country.
We can't go from the head of our entire 40,000 troops, other than in Somalia.
We have other problems to take care of in other provinces, but in Somalia, because we've under threat of a government, and have actually accomplished that, the inter-forces now have been brought closer to the border.
So, all the delegations have been to the African countries, and they are afraid that the Europeans are going to attack, since it's not our policy to attack.
Since, in fact, we are in the middle of an insanity war, us to attack anyone, and we start to get mad and proud, we became very suspicious as to what their new model against our wish might be.
so that we do not know, for instance, what would be the position of the United States if, in the event, the Soviet-led aggression stepped in our country, if other Arab countries ceased to join it, what has the United States got about the world contingency plan?
Have the United States considered this important problem?
These are matters also about which I will be very happy, so it is important that we also interpret it.
Under the problems that we are now facing in that part of the world, therefore, I care.
And we have divided the territory for everything into two parts.
One, an absolutely emergency assistance to Ethiopia to bring some semblance, some approach to paradigms of an independent part of the world, which must become a country for a lot of change and danger, and if we lose, the Western
And as cooperation between nations is well known to testify, we have confidence to continue to cooperate.
Subsequently, so forth, we have plans for understanding of our forces in the coming two, three years.
At least, I think, my museum of device and my chief of staff are with me.
Perhaps, I would like to discuss the details of the doctor's requirement.
It is true, this military thing, military hacker, who is poor, santa, or something like that.
The nation can survive, if survived, with the necessary resources.
And as poor as they are, they can't maintain it.
I think we have to watch for this.
And what I would like to put in terms is, in many areas, what are doing the air force and so on, we were asking for a replacement of a later type of weapons, comparable to what you saw on the other side.
So, the way it stands out, in case of a crisis, the same is speaking in terms of tanks and so on, or we ask a general exchange,
and so the planet is going to be more than some kind of weapon.
Therefore, the economic path of the geotechnics is not as serious, even as the linear additions and the general modifications.
We are prepared to show that we could, because my people are completely in favor as to the security of the linear innovations.
I am sorry to have spoken badly to you, but I haven't heard from you, except that there are many of us who have been cooperating for over 25 or 30 years, and this has probably touched you most.
And if we have played our interest correctly, then we are convinced that there is an increasing time for this, but our people are in danger of being forgotten.
not the imaginary danger, but the imaginary danger that is building up in terms of concrete military action on the face of the train that is being played against our people.
And also, there is a deliberate policy of the Soviet Union
I have three documents to present to you.
I have just said to you that there is an emergency.
We are discussing the long-term prospectus of oppression.
It is one of the issues of oppression.
because of the series of problems and I wish to get an assessment of your views on the development of the co-operation and about the safety of the field there so she may buy some stuff in the defense of the co-operation.
Isra'il Tariq Jahan, Me'raq al-Tariq Jahan, I'm very glad that I was able to meet him.
I'm very glad that I was able to meet him.
I'm very glad that I was able to meet him.
I'm very glad that I was able to meet him.
I'm very glad that I was able to meet him.
I was told that you were going to take me to the hospital.
I was told that you were going to take me to the hospital.
I have a question for you.
that all he was teaching us in relation to Israel is the recovery of the territory.
That is why there is a 256 design on the board.
He told me that he is part of, he is part of, he is saying to us to
to require or to hope that the reality would be thrown out of the Middle East by just the recovery of the territory.
He said he would only ask the head of state, the head of state, the last 20 years, openly declared he is prepared to sign a peace agreement with Israel.
He also mentioned that he is prepared to open a Swiss canal on a provisional basis.
However, the
If it is closely tied, it would eventually prompt a complete attack of Israel.
He often proposed that when the delegated friend came here, that he would admit the fact that, recognizing the sovereignty of Egypt, that the occupant had this, they had placed whatever arrangements could be made for Israel.
for security reasons, those are slides that have been going on for ten positions in the international peninsula.
We wanted to be able to tell to you, Mr. President, that the problem has been opened after this problem, because it would give the impression that Egypt has not recovered from this pandemic, but only, imagine, saw the death of one of the parts of Egypt that is still in such a poor condition.
patient, of course, has been considered the explanation of the cross-linked entrenchment of the thread.
In fact, one of the problems that struck the world is the cross-linked entrenchment of the thread, the continued compression, as we know, of the distressed events that are caused by refusal to obtain the certain states of the meeting, particularly as a form of the cross-linked entrenchment of the thread.
First I would say that we do carry the same objectives.
And, uh, uh, in Africa, uh, the United States and Ethiopia have shared those objectives ever since I came to America.
I'll just go seven seconds.
Do you want to answer it or do I go ahead?
Yeah, that's fine.
That's what I meant.
I'm not sure.
I don't think it's fine.
The second point is that, uh,
I will direct General Skowron to see that the papers with regard to the military requirements and economic requirements are properly considered.
Secretary Rogers is not here, so Undersecretary Rogers, who has my total confidence, he's primarily in the Defense Department.
I directed him to look into this matter and to talk to Your Majesty's representative directly at the time, because I was aware before you came that some of these questions he would raise.
Third, as an explanation, Your Majesty, about Karwan,
Right now, we have great difficulty in getting the Congress to provide the money we would want for foreign military or economic aid programs or even sales firms.
I'm aware of the fact that our firms have the less that Your Majesty feels are necessary.
We will again ask the Congress for a very substantial appropriation this year, but I would be less than honest if I were not to say that getting that appropriation will be difficult.
Now, in order to supplement that and help in another way, we are providing that to the old people we owe people for credit assistance.
And we hope that your discussions that your ministers will have, that we can work out something there that will be helpful.
But let me conclude by saying that Your Majesty's analysis of the situation is one that is very disturbing to me.
It is one that I will analyze very carefully.
And that, to the extent that I can get our Congress to appropriate funds, we will help.
We consider Ethiopia's survival, its integrity vital to
the future of not only Africa, but of that Indian Ocean area, because Ethiopia is and has been a non-aggressive state.
You have stood for peace, you have fought aggression.
Going back to Your Majesty's famous game on the world scene, the Philemon Nations, that we all admired so much what he said there.
these deep admissions.
It would be a great tragedy if Ethiopia, therefore, should be the subject of another aggression.
And I can also tell this faculty that our views on this will, and this is the greatest confidence we can give this, and will
Not beyond, though, when we meet with our Soviet friends.
The view, in my view, it is not in the interest of the United States and the Soviet Union to have conflict in any part of the world, and particularly in a part of the world so important because of its geographical and
and also because we've seen our resources as the base.
And for that reason, our policy will be to do everything we can to see the two major powers play a market-structuring role in East Taiwan, stirring up problems.
I have no easy answer for
for President Sadat.
It's, I do appreciate, though, his kindness to you, to continue his intervention as a private court precinct leader.
We are, we are, we are working on the problem.
We have a situation here for Israel and Egypt, but then we have to, we have to, as it has matched, we have to agree on both countries.
Israel and Egypt are still far apart.
However, I will have in mind President Sadat's message as we continue to develop our own policies.
But most important in this meeting that we have, I just want His Majesty to know that I share his concern.
I will personally
uh, through General Scowcroft at my direction.
I shall personally see that he, uh, analyze all of His Majesty's requests and to the sympathetic view, uh, I cannot give any directions right now because I got the kind.
You see, I had to get the money.
But I, I just want His Majesty to know that I wasn't
personally, and that America, to the extent that I can speak for America, is what you feel.
And you can count on us.
Thank you.
Yes.
I don't know.
It's good.
So, I think, I'm going to get a little bit more time.
So, I'm going to get some more time.
So, I'm going to get some more time.
The video
No way I'm going to come and confess the world.
I'm going to come and confess the world.
I'm going to come and confess the world.
I'm going to confess the world.
First of all, I would just like to thank you for the very kind words you just said.
My ordinary states are the greatest powers, problems, throughout the world.
There are different kind of matters, matters of development, and problems and tidal niches.
This is like an initiation in its own time to go through difficulties, or other problems.
The magnitude of the problem varies.
the interstate, the multi-state system, always changing this kind of issues for one historical reason.
I would like to take this opportunity of congratulating you for the very bold action you have taken on international relations, for the time that you have been able to create some relations from which your country was estranged for so long, and also for being an innovator in foreign relations, and for all the efforts and the sacrifices you have made today on behalf of peace throughout the world.
When I mentioned the problem that the West and the East and the North are currently in Syria, it's because of the, when I decided to come here, to ask you to speak, it's because of the serious concern that has grown in the minds of the people who live there.
The problems there, I think, are being analysed by newspapers and other serious studies, and how they should have no choice.
a continuation of the existing power of Ethiopia.
I think it would attempt to devaluation from this different Soviet policy.
We have attempted to escalate arms there, the land of arms in Ethiopia.
The quantity of arms and quality is neither needed for self-defense nor for maintenance of domestic order.
This has been very important to us, as you have said, what you have just shown, that you are going to give serious consideration starting to decision.
There are people who are concerned that this shit is going to be made, but it is only going to be made.
I mean, I do want to exist within the two-dimensionality, no problem, but I just want to add a last word in place of knowing how vital and important it is to our mission
One power point to protect our security.
For so many years it is changing the parties that part of the world and supplying arms to a nation that in its constitution, in its laws, and in its teaching, given to young people, is committed to quality, stress, and its conduit to the policy of aggression.
And the trend that has been caused by this new, radical movement, which has been confident in the general government
make a decision as to what we are going to do.
I think it's a situation for me, for the nations and the nations of the world in general.
I think that's good.
I think that's good.
I think that's good.
I think that's good.
I don't know.
I don't know.
the policy changes so that they can be more favorable to the solution.
It is not only the Soviet Union that I am serving on this mission, that I am an associate of the Soviet Union Central Support, that is the government of our mission.
And we have had to have a new generation that's so big, I mean, you'd have to know, which is that, not that, but for you to have that, you know, that people are 15, 16, 17, 18, we have to...
although there were friendly times, but they are forcing the issue, and it's up to us to make a decision to counter the policy we can put, and the policy to expand it, but the way is not the situation the United States chose, but we are not delaying our action in the path of our relations.
It may be necessary for me to go to this committee,
and the serious consequences of their policies, we do not know directly.
But, however, because of the ideological analysis, and because of the business of national interest, our cooperation
As a result of the measures that have been taken, it is no longer a supporting action that is hostile to our issues.
We have taken a number of measures to eliminate, not only the Sudan, but also to establish close and transparent relations.
