William L. Safire served as a Special Assistant to the President and speechwriter from the beginning of the Nixon administration in January 1969 until his resignation in March 1973. He left the administration in March 1973 to become a political columnist for The New York Times, departing just before the Watergate scandal fully consumed the presidency.

On February 26, 1973, President Richard M. Nixon, H. R. ("Bob") Haldeman, William L. Safire, Henry A. Kissinger, and Stephen B. Bull met in the President's office in the Old Executive Office Building from 5:40 pm to 7:15 pm. The Old Executive Office Building taping system captured this recording, which is known as Conversation 413-033 of the White House Tapes.
