In February 1973, following the departure of Dwight L. Chapin, Bull was promoted to Special Assistant to the President and Appointments Secretary, a role he held until Nixon's resignation in August 1974. During the White House taping period (February 1971 – July 1973), Bull managed the President's daily schedule and appointments, and in March 1973, he assumed Alexander Butterfield's responsibility for overseeing the secret White House taping system.
