Alexander P. In March 1973, he transitioned out of the White House to become the Administrator of the Federal Aviation Administration (FAA). While serving as FAA Administrator in July 1973, Butterfield famously testified before the Senate Watergate Committee and publicly revealed the existence of the taping system he had previously managed.
