Serving as Nixon's chief legislative liaison during much of the White House taping period, he managed the administration's interactions with Capitol Hill until June 1972. In July 1972, following the Watergate break-in and John Mitchell's resignation, MacGregor transitioned to become Chairman of the Committee for the Re-Election of the President (CRP), successfully guiding the campaign until his departure in November 1972.
